Introduction

In the year 1981 under the Department of Human Resources and Administration, as an independent department, the official language department was established to monitor the compliance of official language policies of the Department of Official Language, Ministry of Home, Government of India and promoting the usages of Hindi in official work.

 

The Official Language Department of EdCIL is located at its corporate headquarters in Noida.

 

The department is working to promote the progressive use of Hindi in EdCIL offices and projects. For this purpose EdCIL Official Language Implementation Committee and Official Language Inspection Committee have been formed.

 

On the lines of the Home Ministry, Department of Official Language, EdCIL also prepares an annual programme and accordingly different activities relate to Hindi are organized

 

In order to facilitate the use of Hindi, this department continues with its efforts and organizes the following programs every year:

  • Hindi workshops are organized for officers and employees.
  • Nominating of employees for Hindi language, typing and shorthand training and for Hindi work on computers
  • To perform maximum official jobs in Hindi, there are promotion schemes
  • Various events and competitions are organized during Hindi Diwas and Hindi Pakhwada
  • Official Language Implementation Committee meetings are organized time to time
  • The translation work complements many tasks like this.
Objective of EdCIL Official Language Department

To promote the use of Rajbhasha (Hindi) in the official functioning of the EdCIL. To create an amicable environment, so that all the employees of EdCIL can complete their official work without any hesitation.

Regular functions of the EdCIL Official Language Department
  • Promote the use of Hindi language by inspiration and encouragement in all departments / projects of EdCIL
  • To circulate instructions issued by the Home Ministry, Department of Official Language, (New Delhi), Regional Implementation Office, (Ghaziabad) and Town Official Language Implementation Committee (TOLIC), Noida
  • To review the status of implementation of Official Language Policy in all departments / projects, review and give suggestions
  • Receive quarterly Hindi progress report from all departments / projects of EdCIL and consolidate them to upload at the website of Regional Implementation Office, (Ghaziabad) and Ministry of Education
  • Participate in various activities and meetings of Town Official Language Implementation Committee (TOLIC), (Noida) Organizing meetings of the EdCIL Official Language Implementation Committee.
  • To review the quarterly progress reports in the meetings and to give suggestions on the progressive use of Official Language Hindi
  • To follow up on the decisions taken during the meeting
  • Provide training to employees in Hindi language, typing and shorthand
  • Organizing Hindi workshops for officers and employees
  • To organize training programs for the personnel to work in Hindi on the computer
  • Translate the papers / letters from English to Hindi and vice versa as received from various Government offices Issuance of papers issued under section 3 (3) of the Official Language Act, 1963 in bilingual form
  • Inspection of Hindi work in all departments / projects of EdCIL and educative advice / suggestions by EdCIL Official Language Inspection Committee
  • Send the administration codes and manuals for translation to the Central Translation Bureau, New Delhi
  • Implementation of various schemes to motivate officials and employees to work in Hindi
  • Organizing Hindi Diwas and Hindi Pakhwada in September every year
